Without explicit state, objectives and decision boundaries, an agent may produce plausible actions without understanding where the case is in the workflow. Process state makes progress, ownership and exceptions visible.

Tools create both value and risk

Connecting an agent to email, databases, payment systems or public platforms turns language into action. Every tool therefore needs scoped permissions, validation, audit logs and reversible operations where possible.

Reliability is a system property

Prompt quality matters, but production reliability also depends on retrieval, rules, test suites, monitoring, fallbacks, human review and incident learning. An agent cannot compensate for a poorly governed system.
